Subject: [PATCH] RHEL: Fix maxvcpus output

RHEL-only.

Ignore the maximum vcpu limit (KVM_CAP_MAX_VCPUS) on RHEL,
since RHEL QEMU treats the recommended limit (KVM_CAP_NR_VCPUS)
as the maximum, see:
