net/mlx5: Expose IP-in-IP capability bit
Expose Fw indication that it supports Stateless Offloads for IP over IP
tunneled packets. The following offloads are supported for the inner
packets: RSS, RX & TX Checksum Offloads, LSO and Flow Steering.
