| Turn on -Werror=implicit-function-declaration |

| GCC 4.4, the minimum compiler version, supports this option. Unlike |
| other warnings, -Wimplicit-function-declaration warnings should be |
| independent of compiler versions, so this change should not cause |
| compiler-specific build failures. |
