    locale: Fix C.UTF-8 ranges.
    
    The ellipsis range support only allows <Uxxxx> or <Uxxxxxxxx> as
    valid unicode code points, otherwise it treats it as a symbol and
    since we don't define the symbol the entire range is unused.
