Subject: [PATCH 09/20] bootloader: Allow extlinux loader configuration to
 handle RPMOSTreePayload case

For RPMOSTreePayload, we are just laying down the bootloader
configuration with no kernel - OSTree then updates that configuration.

Resolves: rhbz#1113535
