Subject: [PATCH 09/11] Fix libdw configure check.
commit a82119 "configure.ac: use LIBDW always conditionally" contained
a typo that caused WITH_LIBDW_LIB never to be set when you were using
libelf. Fixed by reverting the "!=" to "=" again.
