    Azure: Changes to the Hyper-V KVP Reporter

     + Truncate KVP Pool file to prevent stale entries from
       being processed by the Hyper-V KVP reporter.
     + Drop filtering of KVPs as it is no longer needed.
     + Batch appending of existing KVP entries.
