 virDomainCachetuneDefParse

Factor out vcpus virDomainResctrlDef update from
virDomainCachetuneDefParse and introduce virDomainResctrlAppend.
virDomainResctrlAppend will format vcpus string and append a new
virDomainResctrlDef to virDomainDefPtr. So that this logic can
be reusable.
