Merge branch 'tcar-scripts-locale-docs' into tcar-scripts-locale
    
    - Previously, locale scripts and locale documentation were in separate
      branches. This made difficult to revise the automation scripts while
      writing documentation. In order to make the process of writing
      documentation easier, this merge unifies both locale scripts and
      locale documentation into tcar-scripts-locale branch.
