Subject: [PATCH] tmpfiles: change ownership of symlinks too

Ownership is supported for symlinks, too, only file modes are not.
Support that too.

Fixes: #7509
(cherry picked from commit 51207ca134716a0dee5fd763a6c39204be849eb1)

Resolves: #1620110
