Stop gating out Obsoletes for older versions from the facebook build

These were gated out because they prevent rollbacks to any versions that
are obsoleted by the newer version. Since we can be confident now that
everyone's running a newer version of systemd already, there's no need to
gate out these Obsoletes anymore.
