Update to 1.18 - Closes rhbz#1805337
    
    - Swich homepage to https
    - Use upstream lzip file, koji can handle it with the correct BuildRequire
    - Check gpg signature
    - Add check section
    - Convert to rpmautospec
    - Change from GPLv3+ to GPLv2
