Rebuild and rename ansible-core with python 3.9
    
    This partially reverts [1] and to rebuild ansible-core on python 3.9 for
    compatibility with RDO builds of OpenStack in EL9.
    
    Also, it renames the package with obsoletes/provides to ensure a clean
    upgrade path and enable to go back to the standard build of ansible-core
    provided by EL if needed.
