Set %_smp_ncpus_max macro to 16
    
    The libvirt component is failing with what appears to be a race
    condition.  It is being compiled in our build system with 40 cores.
    Locally building libvirt with only 16 cores works, so try setting this
    macro to limit the number of CPUs used during build.
