Use /usr/share/empty.ssh instead of /var/empty/sshd
    
    This has the following advantages:
      * Removes a dependency on a directory stored in /var
      * /usr is mounted read only on ostree based systems (CoreOS, Silverblue)
    
    This also removes the tmpfiles config.
