Overwrite LC_CTYPE

    In mock, LC_CTYPE is unset, so python3 defaults to ascii, uselessly.
    
    I think "ID_VENDOR_FROM_DATABASE=VENGIT Korlátolt Felelősségű Társaság"
    is the issue here.
