Subject: Disable fsverity RPM plugin on aarch64, ppc64le


These arches default to 64k page size, which is currrently incompatible
with fsverity in the kernel. This workaround is being tracked in
https://pagure.io/centos-sig-hyperscale/package-bugs/issue/8
