Subject: Add news and events index with rss feed


- Previously, the /news-and-events/ link returned a permission denied
  because the related file was not present. This update adds the
  news-and-events.md file with the blog layout to show news and events
  index correctly. It paginates blog posts under news-and-events
  category and shows an rss feed link to the posts published.
