Add python38-mod_wsgi test
    
    This also splits python3-mod_wsgi off from the main mod_wsgi test.  To
    avoid conflicts between python3-mod_wsgi and python38-mod_wsgi, remove
    the installed package after each test is complete.  The
    10-test_mod_wsgi.sh file is symlinked to the other tests to use.
