Centpkg is not installing any manpags file, which is done by fedpkg: https://src.fedoraproject.org/rpms/fedpkg/blob/rawhide/f/fedpkg.spec#_108
We don't actually need to generate it because pyrpkg already takes care of that (apparently) but we need to create a doc script and add it in the spec file, similar to the one used in fedpkg: https://pagure.io/fedpkg/blob/master/f/doc/fedpkg_man_page.py.
