Installing streamkoji from https://copr.fedorainfracloud.org/coprs/james/centpkg/ makes this work.
We couldn't have centpkg require streamkoji, because streamkoji requires brewkoji, which is not in Fedora. Instead we moved the stream koji profile to the rhel-packager package, which is now what the RHEL developer guide instructs maintainers to install. As you noticed, with the koji profile available the build command works.

Red Hat credentials are required for any read-write operations in the Stream buildsystem (including scratch builds). We're looking into ways to help scratch builds on behalf of contributors, but we need to be careful about the security posture here.
