Add `trunk/Manuals/Infrastructure' directory:
    
        - In this directory we organize information about The CentOS
          Project Infrastructure. It includes descriptions about services
          provided by The CentOS Project, guidelines for using and
          administering them, and anything that let us to standardize
          the actions required to deploy and maintain the underlaying
          infrastructure that supports it.
    
        - For example, this manual is a good place to describe The CentOS
          Project mirror system, available servers, people in charge, etc.
