Update directory structure and files related to tuneup module.
    
    - Previously, automation files related to render command were stored
      in the tcar-scripts-tuneup directory. This organization makes the
      automation scripts tree non-functional in its pristine state.  This
      update moves files related to automation scripts from
      tcar-scripts-tuneup directory to Scripts/Modules/Tuneup directory.
    
    - Previously, documentation files related to render command were
      stored in the tcar-scripts-tuneup-doc directory. This update moves
      the documentation files related to render command from
      tcar-scripts-tuneup-docs directory to Scripts/Documentation/
      directory.
    
    - Previously, localization files related to render command were stored
      in the tcar-scripts-tuneup/Locales directory. This organization
      makes the automation scripts non-functional in its pristine state.
      This update moves localization files related to render command from
      tcar-scripts-tuneup/Locales directory to Scripts/Locales directory.
    
    - The COPYING file was removed from this branch to avoid duplicate
      copies of it.
    
    - Update top-comment on function files to coincide with top-comment
      inside tcar function files.
