Update `help' functionality:
    
        - Add `manual-section-functions.texi' template.
    
        - Add `help_doTexinfoSeealso' function.
    
        - Start using manual-section-functions.texi as template for all
          functions created under trunk/Scripts/Functions directory
          structure.
    
        - Start using expansion of translation markers each time a new
          documentation entry is created.
