Update directory structure related to locale module.
    
    - Previously, automation scripts related to locale module were stored
      in the root location of tcar-scripts-locale branch. This layout is
      inappropriate when the tcar-scripts-locale branch is merged into
      tcar branch. In order to provide a better organization, this update
      creates the Scripts/Modules/Locale directory and moves automation
      scripts related to locale module inside it.
    
    - Previously, documentation files related to locale module were stored
      in the Manuals directory at the root directory of
      tcar-scripts-locale branch. This layout is inappropriate when the
      tcar-scripts-locale branch is merged into tcar branch. In order to
      provide a better organized layout, this update moves documentation
      files related to locale module from Manuals directory to
      Documentation/Manpages directory.
