Update cli_hasLocalization.sh to fix the manuals' path pattern
    accepted as translatable directory inside the working copy. 
    
        - The `trunk/Manuals/' directory structure changed at revision
          3907 and this function needs to reflect such change in order to
          keep content in the new location to be accepted as translatable.
          Otherwise, translation tasks, through locale functionality, will
          be refused.
