Update directory structure related to documentation files.
    
    - Previously, documentation files were stored under the Documentation
      directory at the root location of the brand. This organization seems
      to be inappropriate when one builds rpm packages. In order to
      provide a better organization, this update moves documentation files
      from Documentation directory to tcar-docs directory.
