Remove COPYING file from this branch.
    
    - Previously, the COPYING file was distributed as documentation for
      the tcar-scripts package. This created a documentation directory for
      tcar-scripts and put the COPYING file inside it. This update removes
      the COPYING file from tcar-scripts branches in order to move it onto
      tcar branch instead. So, the COPYING file is distributed as
      documentation of tcar package (the main package) not as
      documentation of tcar-script package (a sub-package).
